POSITION:                Anticipated Facilities Manager

 

 

BUILDING:                  Maintenance Building

 

 

Qualifications:                      

 

     1.   High School diploma or equivalent required with Bachelor’s degree preferred.

 

  1. Five years of increasingly responsible experience in facilities maintenance and cleaning area preferred, with at least one year supervisory experience preferred.

 

  1. Knowledge of facilities maintenance and cleaning practices and procedures.

 

  1. Ability to perform minor maintenance work on facilities as needed.

 

  1. Knowledge of state and federal standards and requirements concerning the management of school facilities preferred.

     6. Experience in education considered a plus.

 

Position Goal:     Working closely with the Director of Facilities and in coordination and other District staff, responsible for maintaining the facilities of the District to provide a safe, clean, comfortable, attractive, and efficient educational environment.

 

Reports To:     Director of Facilities

 

Supervises:     Directly supervises Building Operations Assistants and administers contracted service providers.

 

 

 PERFORMANCE RESPONSIBILITIES

 

  1. Responsible for overseeing and supervising the Building Operations Assistant staff and cleaning contract service providers to maintain all District buildings and work locations in a safe, clean, comfortable, attractive, and efficient educational environment.

 

  1. Ensure that 30 minutes before the start of each school day, District facilities are open, ready, and properly prepared to receive students and staff for a productive day of educational instruction.

 

  1. Develop and implement on an annual basis a plan and schedule for summer cleaning and projects for District facilities.

 

  1. On call as needed before and after regularly scheduled work hours and on weekends and holidays to respond (by telephone, e-mail, or in person) to problems or issues with District facilities.

 

  1. Assure that all cleaning equipment and tools are maintained in a safe and operable condition.

 

  1. Assist with maintaining district keying system.

 

  1. Assist with managing the district building automation system for HVAC.

 

  1. Perform work orders and preventative maintenance tasks as assigned.

 

  1. Develop, implement and maintain program to ensure safe work conditions and environment at all District buildings and work locations.

 

  1. Serve as an assistant to the Director of Facilities.

 

  1. Maintain and process paperwork and documents required for facilities team; including budget, tracking project expenditures, tracking utilities and energy usage, processing invoices for payment, attendance reporting, payroll, personnel records, and purchasing card.

 

  1. Monitor and administer scheduling of use of facility requests.

 

  1. Monitor and maintain systems for work orders, work logs, inspection, and cleaning schedules and requests.

 

  1. Maintain inventory of supplies, materials, and equipment; and order replacement inventory as needed.

 

  1. Prepare for and participate as part of inspections, reviews, and external audits.

 

  1. Develop, implement, and maintain policies, systems, and procedures to achieve efficient facilities operations.

 

  1. Assist in the development of facilities team goals and priorities.

 

  1. Assist in the preparation of presentations and analytical reports.

 

  1. Assist in the development, preparation, monitoring, and revising of facilities related budgets (including annual capital reserve and capital projects); maintain budget control; and perform long-range planning.

 

  1. Assist in preparing documents for bids, grants, and contracted services.

 

  1. Prepare and submit reports and other documents as required.

 

  1. Learn and understand all software and related software packages used by the facilities team to perform required duties.

 

  1. Attend meetings and provide input as necessary.

 

  1. Obtain and maintain professional certifications as may be required, and attend professional development workshops and conferences as necessary.

 

  1. Assume any other responsibilities as assigned by the Director of Facilities.

 

 

PREFERRED KNOWLEDGE OF EQUIPMENT, CODES, AND REGULATIONS

Should be knowledgeable on how operate and maintain standard cleaning equipment.  Should be conversant with various state, federal, and local regulations and reporting requirements, including but not limited to; environmental protection (PA DEP and EPA), Asbestos Hazard Emergency Response Act (AHERA), work place safety, and PA Right to Know.  

 

POSITION SPECIFICATIONS

 

Terms of Employment:         12 month, 260 days/year

 

School Year Work                 Monday – Friday, 8 hours a day (40 hours per week)

    Schedule                           (7:00 am to 3:30 pm with 30 minute lunch)

 

Summer Work Schedule      Monday – Thursday, 10 hours a day (40 hours per week)

                                            (6:00 am to 4:30 pm with 30 minute lunch)

Physical Demands                Lift and carry - up to 25 pounds.

Prolonged periods of standing, walking, working outdoors, and driving.  Office environment of sitting at desk and working on computer keyboard.

Ability to:

 

Sensory Abilities  Visual acuity to work outdoors and indoors on maintenance related projects, read correspondence, reports, and a computer screen.  Auditory acuity to be able to effectively communicate, use standard telephone, listen to people and greet visitors.  Ability to speak clearly and distinctly.

 

Work Environment    Ability to work in multiple environments on a daily basis, including but not limited to outdoors, indoors, school buildings, warehouse, office, retail stores, and meeting/conference space.   Work conditions include, but are not limited to, outdoors in all types of weather conditions (bright sun, rain, sleet, snow, and excessive heat and cold), loud and constant noise, and excessive dirt, grime, and dust.  Occasionally may be required to clean up bodily fluids.

 

Temperament                        Maintain confidentiality of data and information as required by State and Federal Regulations.

                                                Must be cooperative, congenial and service-oriented.

Equipment Required             Position holder must have and maintain a smart cell phone at their

own expense for contact by CASD staff during work and non work

hours. 

 

License                                   Must possess a current and valid Pennsylvania driver’s license.

 

Clearances                             Must possess current and valid Act 34, Act 114, and Act 151 clearances, with results acceptable to the District.  Must submit to PA driver’s history clearance, with results acceptable to the District.

 

Other Requirements             Must obtain a certificate of medical examination as well as a tuberculosis test as required under Chapter 14 of the Public School Code, 24 P.S. §§14-1416, 14-1418; 22 Pa Code §49.12(b) (regarding education); and 28 Pa Code §23.44 (regarding health and safety).

 

Comments                             The position may require the performance of other duties related to the essential functions as assigned.  The CASD may revise the position description as tasks are analyzed and modified.
