POSITION:         Director of Business Operations

Salary Range      Commensurate to experience                  

                           40 hrs/week (8 am- 4:30 pm)

                           12 month, 260 days/year

Qualifications:   

   

1. Bachelor’s degree required, master’s degree preferred, in business administration, business management, accounting, finance or related field.

 

2. Five years of increasingly responsible experience in the areas of accounting, finance and/or budgeting required, with one-year supervisory experience preferred.

 

3. Thorough knowledge of financial accounting and generally accepted accounting and auditing principles, practices and procedures.

 

4. Working knowledge of state and federal standards and requirements concerning the accounting and reporting of program budgets.

 

5. Experience in education considered a plus.

 

Position Goal: Responsible for fiscal leadership and operation of the school district. Areas of responsibility include budget development, business operations and food service. Serves as the Business Administrator of the school district with responsibilities as defined in the School Code Section 1089.

 

Reports To: Superintendent

 

Supervises: In coordination with Business Manager, supervise staff of approximately six focused on general and enterprise accounting, payroll, human resources, fiscal management of special education program, tax collections, contracted food service, along with federal and state grants and contracts.

 

 

PERFORMANCE RESPONSIBILITIES

 

1. Lead the district in setting and achieving the highest possible fiscal performance and oversee district operations using resources efficiently and effectively.

 

2. Keep the Superintendent informed on business operations issues as well as prepare and submit recommendations to the Superintendent and the Board.

 

3. Keep business operations transparent and accurate that are presented to the Board, Superintendent, community and other stakeholders.

 

4. Obtains, learns and maintains knowledge of laws, codes, regulations, policies and procedures, and pending and recently enacted state and federal legislation that relate to and impacts business operations.

 

5. Supervises the school district purchasing system. Prepare specifications and bids for approval by the School Board. Approve all school district invoices and purchases.

 

6. Oversees the general and enterprise accounting and business operations the school district, including:

  • General ledger accounting
  • Accounts receivable/invoicing
  • Accounts payable
  • Financial reporting
  • Banking/cash management/investments
  • Fixed assets and inventory control
  • Monthly closing and Board material preparation
  • Year-end closing and audit

 

7. Develop all annual budgets for adoption by the School Board as well as administer the budgets on a yearly basis.

 

8. Oversee timely filing of all district fiscal reports, including, General Fund Budget, Annual Financial Report, State and Federal Grant Financial Reports and Local Audit Report.

 

9. Processes and defends property tax assessment appeals. Responsible for tax collection system and reconciliation of tax accounts.

 

10. Oversees all insurance and risk management programs of the school district.

 

11. Manages the school district fringe benefit program, performance evaluation process, collective bargaining agreements and compensation plans.

 

12. Arranges, organizes and oversees all internal and external audits, including annual independent fiscal year end audit, and files PDE-2057 Annual Financial Report in a timely manner.

 

13. Maintains and monitors daily cash flow.

 

14. Oversees the preparation of monthly statements and reports for the Board of Directors.

 

 

15. Work closely with other departments including but not limited to: athletics, maintenance, student services and transportation with oversight of contracts, purchasing, business operations, internal controls, etc.

 

16. Develops, revises and implements business and financial operation related policies and procedures to achieve an efficient department and school district.

 

17. Review internal controls for accuracy and efficiency and update as necessary to improve and enhance overall district wide internal controls.

 

18. Supervises assigned staff, establishes written goals and priorities, and conducts annual evaluations.

 

19. Supervises the school district’s outsourced food service department to include annual contract renewal and five year rebid required by the Pennsylvania Department of Education.

 

20. Prepare, review and assist in service contracts as well as manage Board approval of all contracts.

 

21. Participate in contract negotiations to include but not limited to: collective bargaining agreement, compensation plans, outsourced operations, and outside service contracts.

 

22. Attends meetings of external agencies and various professional organizations as well as keep informed of current fiscal trends by attending various conferences, seminars and revenant professional development activities.

 

23. Create or revise board policies and administrative guidelines as required to ensure compliance.

 

24. Serves as School Board Secretary, attend all School Board Meetings and maintain accurate minutes and files.

 

25. Performs other duties as assigned by the Superintendent and the Board of Directors
